    A New Leisure Park with Visitor Accommodation at the Former Devonshaw Quarry Site, near Powmill, Kinross-shire

  • Plans Approved for Leisure Park & Visitor Accommodation

    Plans submitted by Devonshaw Leisure Ltd for a leisure park with visitor accommodation at the site of the former Devonshaw Quarry, near Powmill, Kinross-shire were approved by Perth & Kinross Council’s Planning and Placemaking Committee in March 2024.

    The 42-acre Devonshaw Quarry site, also known as Powmill Quarry, has not been in commercial use for many years and now provides a well-hidden yet visually stunning leisure location combining a wealth of natural and man-made features including two crystal-clear lochans.

    The site offers significant potential for environmentally sensitive tourism-based development, cleaning up and protecting a fragile ecosystem whilst making it a safe and accessible destination for visitors and holidaymakers alike.

    Proposals include preserving many of the existing features which make the site so special, with the lochans providing a spectacular centerpiece to low-level visitor accommodation and leisure amenities.

    Devonshaw Leisure Ltd’s plans for the site were granted approval following a successful 12-month engagement programme with the local community and stakeholders, which included two major consultation exhibitions and concluded in 2023.

    The site is located on the south side of the A977, approximately 1 km to the west of Powmill as shown in Maps 1 and 2 below.

    Devonshaw Leisure Ltd brings together Scottish companies Easy Living Developments Ltd and DQSL Ltd. Established in November 2011, Easy Living Developments is headquartered in Glenrothes, Fife, and has a strong track record of delivering high-quality developments across central Scotland. DQSL is based in Auchterarder, Perthshire, whose directors have many years of experience in the leisure industry.

     

    Devonshaw Quarry Site

     

    The 42-acre Devonshaw Quarry site, also known as Powmill Quarry, has not been in commercial use for many years and now provides a well-hidden yet visually stunning location, combining a wealth of natural and man-made features. Two picturesque lochans, created by flooding of the former quarry workings, are well known locally for their crystal-clear water with the larger lochan also boasting its own beach. Areas of huge boulders surround the lochans, leading to exposed rock faces and a considerable amount of mixed woodland including some specimen ancient trees.

    The northern section enjoys outstanding views to the Ochil Hills and beyond and includes a steep field known as Gartwhinzean Meadow, which is a designated Site of Special Scientific Interest (SSSI) for its orchids and other diverse fauna. A path runs around part of the site perimeter and there are several tracks through the woodlands. Planning consent has already been granted for part of the area to be developed as a mixed-use residential and tourism/leisure site. More recently, the site has unfortunately suffered from considerable environmental damage including fly-tipping and littering - with the lochans containing the wreckage of numerous dumped vehicles and other debris.
